LRS Program Delivery, Inc. (LRS) was established in 2014 and quickly became a trusted partner and advisor for public and private organizations seeking assistance in their capital improvement programs. LRS has provided third-party project consulting services such as Public Private Partnership (P3) strategic planning, project conceptualization and definition, procurement document development, preliminary financial assessment, and program and project feasibility studies for some of the largest infrastructure and public agencies in Southern California. These clients include the California Department of Transportation, Los Angeles County Metropolitan Transportation Authority, Los Angeles World Airports, City of Rialto, City of Compton and City of Lakewood, to name a few.
